Smash the garlic cloves in the bottom of a small saucepan over low heat. Add the goat cheese and lemon juice and stir, gently melting the goat cheese. Stir in the milk or heavy cream and the artichoke hearts until the sauce is evenly smooth. Season with black pepper to taste. Serve with crackers, vegetables, bread, or breadsticks. It can also be chilled and used as a sandwich spread.
